Devolution and divergence: Health and social care in the United Kingdom

Over the decade since the introduction of devolution in the UK, the design, delivery and priorities for health and social care in the four countries of the Union are seemingly becoming increasingly divergent. This conference will examine the extent to which this is happening in reality and what the implications are for service delivery, professional practice, professional development and the education of future health and social care professionals. It will provide an opportunity for service users, policy makers, managers, professional practitioners, representatives of professional and regulatory bodies, researchers and educators to come together to discuss these issues and consider the implications for the future of service delivery and development.
Specifically the conference will consider:
- To what extent is divergence a reality?
- Does divergence result from different patterns of health and social needs or different political ideologies?
- Does divergence create an issue for professional education and development?
- How does divergence effect unified regulation of healthcare professionals and devolved regulation of social care professionals?
- Does/will divergence create the need for differing requirements for the education, registration and development of health and social care professionals?
- What issues should be monitored or researched in order to inform policy and practice in the future?
The conference will include a number of invited keynote speakers including Dr Scott Greer from the University of Michigan and University College, London whose work focuses especially on post-devolution development of health policy in England, Northern Ireland, Scotland and Wales plus other speakers including representatives of service-users, practitioners, educators, students and professional body representatives.
In what is intended to be the first of a regular series of biennial conferences, this is an opportunity to set down where we are now, explore where the future may be taking us and learn from and with each other in this exciting new area. With dialogue an essential element of this conference, opportunities will be provided for participants to present papers and posters examining the implications of divergences in policy and practice in the four home countries post devolution relating to:
- The service-user
- Education
- Practitioners
